Special Observation Team StillWater is a team filled with operatives that want to keep the veil of secrecy upheld and enforced. StillWater members deal with any and all information leaks that occur. They also thrive in areas such as relationships with other GOI's and diplomacy. This team is made up of attachés and representatives of the 108 council. (Known as ambassadors)
